Although part of the Terracotta support is in the bootstrap, the other part is in the shell script (detecting where Terracotta is installed).
This may never work on Win32, or a launcher.bat file may be required just for Terracotta support unless there is a way to do it in C - not looking forward on that one from what I've seen of the Win32 api's
as the terracotta support (i.e. detecting and binding it) is done in C - it is now supported in Windows.
