Problems installing from update site?

While using update site
http://download.java.net/general/javafx/eclipse/windows/site.xml, I get
the following message:

What do I need to do to get javax.tools, which seems to be the root
cause? I'm pointing at the JDK directly, so tools.jar should have what
is needed, right?
