Moving to Maven for external jars/libs

The current approach in build.xml is to include needed external files.
I would like to change this approach and use maven to fetch the
external dependencies. I don't think moving everything to Maven is
worth it. Maven is very good at repository management, ant is very good
at managing the build process. I will check in some changes for this
approach over the next few days.
