Would these really change over time? On the flip side, it would allow
end-users to customize the build process. For example, right now Proguard
support is hard-coded into the build process but you might want to add other
post-compile steps.

That is a good point, though I would point out that in practice very few
people switch IDEs in the middle of a project. If users are fine with this
limitation for all other project types they should be okay with it for
Android projects as well.

I think you're right on this point. That being said, why can't you make the
UI look more like J2SE projects and less like what is available in Eclipse?
