I have no idea what web page you are talking about. Anyway,
http://www.nbandroid.org/p/installation.html describes how to install
the plugin. If you really need the NBM files you can get a snapshot
from http://kenai.com/projects/nbandroid/downloads/directory/archives
(pick the latest in this case).
